Abstract Not long after Clinton was inaugurated as successive president, he visited and is to visit Latin America three
times, signaling a new change in US-Latin American relationship. The intentions of his frequent visits to Latin America are: (1)trying to take these visits as a juncture to improve US- Latin American relations and to restrain the dissatisfaction of Latin American countries; (2)expecting to take these visits as starting- point to establish a new cooperative partnership with Latin American countries so as to enhance their cooperation and to solve the social and economic dilemmas in the US itself; ( 3) planning to take these visits as a motive force to push ahead the process of American Free Trade Zone and to secure the US dominant position in the Western Hemisphere. There are following features in Clinton's policy toward Latin America during his second term: First, more importance is being attached to Latin America in his second term than in his first term. Second, compared with US- European relationship and US- Asian relationship, US-latin American relations still rank in secondary place. Third, in a foreseeable future, the dominant US position in Latin American region can't be replaced in comparison with other countries.
