Cuban situation has gone through three stages of developments since late 1989, when dramatic changes took place in East Europe:(1)
from late 1989 to November 1991,i.e., the eve of the Soviet disintegration;(2) from December 1991 to September 1992 when the U. S.started to tighten its sanctions; and (3) from October 1992 till now.Cuba's internal and external policies have also witnessed three stages of developments:(1) from the birth of the slogan of"defending socialism"(1989) to the days before the convention of the fourth party congress (September 1991);(2 ) from the fourth party congress to the implementation of reform policies (June 1993 ): and (3) from July 1993 onwards,when major reform measures came came into being.Generally speaking, the Cuban strategy for survival has been successful,as the island nation, amid great hardships, has managed to defen"the motherland,revolution and socialism". This success is evident in these aspects: (1) economic situations are turning for the better; (2 ) agricultural production has been resumed; and (3) political and social stability has been maintained. Despite the fact that there are still a lot of difficulties, Cuba has stepped onto a path of survival and development by waging reforms. As a matter of fact, theprospects for Cuba are promising.
