The successive monarchs of the Saudi family have regarded the Islam religion as the essential for founding the state, because
on the one hand the Saudi family has been soberly aware of the inherent link between the Islam religion with its subjects' living surroundings, ways of life and moral perception, and on the other, the secular monarchy of the Saudi family has something in agreement with the Islam religion, particularly as both the Islamic criteria for political value and the monarchism of the Saudi Kingdom tend to be conservative.
The Saudi secular political power and the Ulima stratum represented by the Sheikh family have always maintained a sort of mutual-supporting and mutual-dependent relationship. The Saudi royal family has taken a catering attitude toward the Ulima with regard to religion and ideology, but would not permit them to interfere in the politital objective pursued by the Saudi family. And the Ulima on its part has done its utmost to avoid being involved in the power struggle within the royal family.
With the vicissitude of the time, the Saudi secular political power has kept on adjusting the relationship between politics and religion; it has tried everything possible to seek the best linking point for the secular with the religion, for the tradition with the modernization, and has carried out the social and political development in a gradual way, marching slowly in its transition to a constitutional monarchy.
