THE HISTORY AND THE PRESENT STATE OF THE U. N. PEACE KEEPING OPERATIONS

Article Abstract by: TsingHua

This abstract was translated from 联合国维和行动的历史与现状
The peace keeping operation is a creation in practice by the United Nations in settling regional conflicts or disputes. In
1948.the U. N. sent Truce Supervision organization to Palestine. This was the first peace keeping operation in the history of the U. N.
The peace keeping operation refers to the operations by the United Nations, with the consent from the conflicting parties concerned,to deploy military, police or civilian personnel on the spot,to help to control and solve the disputes through non-coersive actions under the command of the United Nations.
The essence of the peace keeping operation is to "keep"peace, and not to realize peace through coersive military actions. Its essential role is to create conditions for the final resolution of the disputes through other political and/or diplomatic channels.
It was in the late 1980s or around the end of the Cold War that the peace Keeping operation really attracted great attention and started to develop further. Compared with the traditional peace keeping operations ,the so-called second generation of peace keeping operation,!, e. those after 1988,is remarkably different from the traditional ones.
At present, there exist in the peace keeping operations difficulties and problems. It is a pressing task for the United Nations to sum up the past experience and solve the problems existing at present so as to play a more positive and effective role in safeguarding international peace and security.
