Abstract Since the 1980s,Latin America has transformed from military dictatorshipto civilian rule. This change does not necessarily
mean the completion of political
democratization process in Latin America. Rather, it represents the beginningof the process,as political democratization cannot be limited to political systemsitself. When military regimes were replaced by elected civilian governments,Political democratization in the region is still faced with many serious
challenges, although the international situation after the cold war creat favourable conditions. These challenges include: 1.how to maintain sustainable economic growt, 2.how to carry out measures to eradicate corruption and raise credibi-lity for the government,3.how to coordinate relations among the government organizations and between the party system and all walks of life by adjusting the interests of different social groups; 4.how to increase popular participation ̄1n national political and social life and reduce mass discontent with the currentpolitical system;5.how to solve the great social problem by promoting socialjustice, quelling crimes and maintaining social order;and 6.how to tackleproperly the relationship between civilian and military sectors so as to get ridof the potential danger of military intervention.
