Rice once said the multipolarization is an a adversary theory that will bring a competition for interests and make the whole
World disintegrate. Rice even concludes that the multipolarization will become the rootcause which leads the big powers to collision and warfare. US is determined to carry out an aggressive and unilateral strategy and prevent the other forces from challenging the US hegemony in the world. That clearly shows how deep influence the aggressive realism has on the foreign strategy of the Bush Administration. Under the new circumstances, the US is now pushing the transformation of the International Order by "Non World War". However, rapid development of the globelization and informationliza-tion is now changing the world in a unprecedented way. It is also changing both the behaviour units of the international relations and their behaviour forms. In the foreseeable future, the forces that threaten US are not the forces of rising, but the non-state behaviour units which have left no traces or the terrorist forces that have been produced in the states left behind during the process of Globelization. That is of course an exhaustive fighting which lasts day and years. The rebound that the US is going to face is surely to become stronger and stronger.
