In the international
rivalry field, Europe is an area that is of greatest strategic importance, but has not become a leading
power. Therefore, it has become a focal point that the United States is trying to control. The
Western Europe is unwilling to be controlled by the United States for a long period and the inclination to independence is obviously going up. Because the focus of its development as well as its culture and feelings as well as its culture and feelings are all in Europe, Russia regards the integration with Europe as its long term striving goal. Thus there appears a severe tension among the United States, West Europe and Russia over the
rivalry on the Central and Eastern Europe, Southern Europe, even outer Caucasus and Central Asia.
