The article says that there are some important documents clearly defining Sino Japanese relations and the relations would
certainly move on a right track if both sides sincerely adhere to the spirit of the documents. However, negative factors still has been observed from the Japanese side in its attitude towards some most sensitive questions about China. First, how to deal with the history when Japan made aggression against China. Japan has been reluctant to say apology for its war crime and is complaining as if China has been forcing it to do so. Recent years saw a surge of fierce activities conducted by a handful of rightists in order to reverse the verdict, and Japanese government didn't do anything to stop these unfriendly actions. Second, Taiwan issue can not be avoided in promoting the bilateral relations. Actually, quite a few people in Japan are not willing to see a unified China because they think it will not be in favor of Japan.Third, there exists a so called “mentality of being on guard” against China among Japanese. And this was the real cause of the quick spread of “China threat”. The article calls for the establishment of Sino Japanese friendly and cooperative partnership on a new political basis.
