the public service function of the government shrinks constantly.This kind of state will influence social stability and development seriously, will weaken the legitimacy foundation of the government.In order to solve the problems,the government public service must be rebuilt in the poverty-stricken area, impel the local government to establish the scientific development view,strengthen public service consciousness constantly.Carry on the reform to the city, county government organs, simplify, compress the administrative
department of the government affairs,strengthen
the public service department,build the serving type government.The governments of villages and towns in the economic backward areas should be reorganized as the agency of the county government,no longer engaged in the economic management, bear the public service function mainly.Promote the development of non-governmental public service and cooperative organization (NGO) actively, remedy the deficiency of government' s public service.
