Abstract The position of arms control and
disarmament is rising rapidly in the
international affairs and each country's national
security strategy, thus becoming a hot point of
international political and military competition. Its trend is as follows: The nations participating in arms control and
disarmament increase gradually with stronger pragmatism in a more rapid process; Taking advantage of their dominant position, the US and other Western nations put focus on anti-proliferation and pursue "compulsory arms control" which leads to sharpen the South-North contradiction; Western countries will promote "cooperative security" model, demanding more military transparency in developing countries in order to control their arms development; Weapon inspection becomes a key issue in the field of arms control and a few powers attempt to abuse the right of check with advanced technology. The ability and impact of nongovernmental organizations and small-and-medium countries are in the ascendant day by day, they can challenge the interests of big powers, but are hard to harness the general situation; both arms control and arms development are being carried on parallelly, and the new round of arms -race for Hi-tech superiority by big powers tends to be more and more fierce.
