There is no uniformity in the pension schemes prevailing in various departments. It is different even in one
office.  In banking industry, there are many systems of pension payment.

 One is for SBI, one for PSU employees who joined before 1995, one for those who joined after July 2007, another for officers, another for sub-staff and clerks. Different governments define pension scheme in their own way and all departments become victim of the same. Clerks unions are strong and hence they can fight against the government and force them to accept their demand. On the contrary, Officers union is weak and they bow down before management like slaves of British Government before Independence. There are no labour rules for officers in banks. In all banks they work till mid night and there is no holiday and no leave for them. But they are the lease paid and most tortured wing of employees. Yes those officers who are indulged in corrupt practice they do the slavery happily. But honestly working officers are facing the music of the boss. Might is right is the old proverb. Government also succumbs under pressure of militant parties for their own survival.

Sometimes under pressure of employees they bow down or sometimes under financial pressure they amend the policy. What is good or what is bad, only God Knows. But this much is very clear that government instead of simplifying the rule and making it uniform for all for similar employees, have complicated the pension schemes. Similarly government is harping on simplifying Income Tax rules, and for this purpose they have proposed various schemes and formed numerous committees but miserably failed to make the same simple. Rather complicity in all laws is growing day by day. One cannot imagine of paying tax and sleep. So many returns are to be filed and which changes every year. Without the help of Tax specialist one cannot think of peace of mind. Especially those who are honest they are more afraid of pains of Income tax departments. Those who are earning huge bribes manage specialists and manage their accounts properly.

I am unable to understand why not uniform rules are framed for all salary class people at least for provident fund, pension and payment of tax. there should not be any need of filing any return. Government should release the tax only after all taxes at source. Then, if any officer is found to be in possession of assets worth more than his total earning in the service career should be asked to file returns and explain his source of earning. For this purpose Income Tax officials should work. As a matter of fact that they only search culprit and demand their share of earning in form of bribe and release him To show the Government and to achieve the set target of penalty they torture other honest employees and honest businessmen who fail in furnishing datas due to ignorance or those who have committed some technical mistakes. On flimsy ground any honest tax payer may be punished and put to task.

Similarly in pension schemes some are providing 32 % towards pension and some only 10% why? Are Ministers framing the policies only to for their vested interest and for the survival of their government .They should always keep in mind multiplicity of laws and salary structure in same office or in different offices create more problems and reduces overall inefficiencies. It is government to be blamed for all unfair practices prevailing in the government departments. Mr. Finance Minister has announced several times labour reforms but always failed. Communists who are called Messiah of employees never take care of their employees who are being exploited in the name of liberalization and privatization.
