Every Member of Parliament is given two crore rupees as area development fund. Government has issued number of guidelines
for proper use of this fund. Do's dont's have been prescribed.Inspite of these many irregularities have been found in the implementation.It's observed that these funds are used to woo voters devoid of real benefit to the public at large.MPs have tendency of distributing this fund as a largess. MPs always name these so called development works with their personal names as if these works were executed from their own earned money.This is a public money, a tax payers sweat.Two fundamental questions arise. Firstly, being a legislator giving power to spend public money they become executive government. If that is the case how as a legislator you are controlling the executive which  is the basic principle of parliamentary democracy.Then will not a way to scuttle democratic principle of accountability. Secondly,naming these works in their personal names will defy tax payers sincereity and contribution.The state governments have also provided one crore rupees as M L A area development fund.  MLAs are also following the suit of MP.
