Human settlement and housing sector in Indonesia can not be separated from human settlement and housing
development policy as a part of broader development policy, with economic growth as the development paradigm. The objectives of economic growth have made human settlement and housing sector development as one of sectors in economic development. Problems in human settlement and housing sector caused by that policy stimulate development paradigm change from economic growth to sustainable human development and good governance. In this context, new ideas and concepts of human settlement and housing policy and strategy are very important. Critical analysis of strategic issues in human settlement and housing sectors, which could be the basis of those new ideas and concepts development and formulation, have to be made. Issues of unbalance development between urban and rural area and unbalance land use planning are parts of unfair and conflict issues in human settlement and housing sector, which need close intention. Those issues are crystallised from phenomenon in human settlement and housing sector with sustainable human settlement and good governance paradigm as the point of view.Keywords: unbalance developtment, conflict, human settlement.
