This article examines international community and military efforts to deal with problems of post-conflict Kosovo and explores how the Security Sector Reform (SSR) should concern itself with human security. It explores the difficulties that faced the mility in Kosovo when dealing with inter-ethnic violence and deals whether this aspect of Peace Support Operations (PSOs) is really an acceptable domain for military forces. It outlines the methodology used by the United Nations Development Programme (UNDP) in pursuing its Internal Security Sector Review (ISSR) in Kosovo to help the international community in framing a concept of conflict resolution and security reform.
