It was a long felt need since to combat terrorism and left wing extremism coordination between states with a central authority was must. Though states government was not allowing this to happen since the state police is a state subject according to the constitution of India. After this dreaded attack on Mumbai, the state governments were unable to protest against the federal agency and it came smoothly.

According to the statute of the bill, this agency can investigate any crime which has an implication with terrorism, left wing extremism, narcotics and similar type of offeces. First of all cases will be registered in the local police station which will according to the gravity of the reports will send to the state government and further from state government to the NIA. NIA is also authorized to investigate a matter suo motu and is also allowed to reject a case forwarded to it by the state government.
