from Army circles indicate that terrorism in Kashmir, backed by
Pakistan has escalated after President Musharraf''s domestic crisis had
worsened.
This
indicates that either Musharraf , in desperation is initiating a
foreign adventure to divert hostile public opinion in his country or he
has lost control and other sections of the Pakistan establishment
are carrying out the agenda they had nursed for decades.
The
consequence of this stepped up terrorism, is a warning signal to
India''s security and warrants India to opt for extreme measures to
safeguard its security.
India
and Pakistan should have an arrangement by which all contentious issues
could be settled across the table..(approximating to the European Union
)., taking into account the cultural identity of both the nations nurtured bycenturies old cultural history and common language . Hence , this alone should be the graceful course to be adopted for resolving disputes.
But if Pakistan, with or without Musharraf''s blessing, leashes another
adventure, we have to wake up for ground realities and History is
governed by these facts. The
creation of Pakistan itself was unnatural and artificial. Ultimately,
nature asserts itself and directs the course of history.
Statesmanship can make it a peaceful, and inevitable transition.
Alternatively, brinkmanship could make events very painful too.
The author refers to a dialogue he had with a Chinese diplomat, QUAN QICHEN( (who subsequently became the VICE Premier of CHINA).. In a casual talk with him he had mentioned about his open letter written to Nawaz Sheriff after the Kargil War, around July,1999. In
that context he was inquisitive to find the diplomat''s reaction, in
a hypothetical situatioPakistan completely disappears in a
war with India ..To his dismay there was no expression from the diplomat,. as he had not thought about such a situation . He, the author,
however,fondly hopesthat one day India and Pakistan will get together.
either through diplomacy, if possible., or through war ,if necessary.
If
terrorist sleeper cells in Kashmir operate in spite of Musharaff
,then he should acknowledge this and start joint operations with the
Indian army against them.. If the terrorism is occurring with his
blessing , he should realistically assess its consequences.China
is a powerful and loyal ally of Pakistan. But its rulers are realists.
It is very doubtful that they will support a nation perceived to be a
failed state at the cost of jeopardizing political advantage and
lucrative markets elsewhere. Moreover, It is certain that
other neighboring nations also would not be mute spectators and
remain indifferent to a nuclear power divided by civil war.
Hence any cross border adventure by Pakistan will land it in great
trouble and will obviously be risking its future. This would result
in balkanization., Baluchistan and parts of NWFP could break away;
leaving Punjab and Sind in Pakistanand such a diminished Pakistan cannot survive for long.
President Musharraf needs to do some hard thinking.
The Indian government, and Indians in general, wish Pakistan stability and peace. WE hope he will not act to convert his friends into enemies.konthai
