The news that Iran is secretly building
nuclear facilities has aroused intensive reactions from the
international community, especial from the U.S., who believes that once the
present Iranian regime acquires nuclear weapons, it will lead to their proliferation and become a menace to the U.S.-maintained security and stability in the Middle East and even to America's state interests. The United States frequently urged or united with the international
community to force Iran to sign unconditionally the Additional Protocol, compelled Russia to stop its nuclear
cooperation with Iran and took measures in its attempts to change present Iranian regime. On the other hand, Iran managed to establish a trustworthy and transparent relationship with International Atomic Energy Agency and the European Union in
order to prevent the nuclear
issue from becoming an excuse for U.S. or Israel to strike against it; meanwhile, through lucrative nuclear cooperation program, Iran cooperated closely with Russia in order to resist threats from the U.S.
