The two concepts of
democracy and
political development differ considerably in historical origins and connotations. While stressing mass participation and political democracy, political development also concerns itself with the formation of political
culture, the fragmentation of political structure,
social stability, rule of
law and
order and economic development. As one of the key variables influencing political development, democracy that gives considerations to both the
efficiency and order may greatly promote political development; otherwise, it will lead to political decline (or political underdevelopment). Current political development in Africa must be enhanced through democratic transition, emphasizing rule of law and a stable and orderly change of social system. In addition, political development also should take both the efficiency and economic development into account and pay attention to cultivating, forming and developing a new type of political culture with African characteristics.
