The Fund for Development of Services for the Disabled Benefits The National Insurance Institute is in charge of the social safety of the residents of Israel. Its main job is to guarantee means of living to those who cannot work for their living. The National Insurance Institute pays allowances to those eligible and thus assists wide layers of the community as well as insured people at times of personal crisis such as work termination, disability and work injury. Through the allowance payments income is transferred from groups that are financially based to groups that are weak and vulnerable, and that is how the National Insurance Institute contributes to a more just distribution of the national income and to the minimization of poverty in Israel. Accident Benefit An accident is a sudden occurrence in which an outside factor causes physical injury to a person and, as a result of it, loss of ability to function. A loss of functional capacity is may be determined according to the following rules to the following groups: An employee or self-employed person provided he/she is unable to continue performing his/her work or any other work. A person who is not employed or self-employed, if the person is hospitalized or confined to his/her home. Housewife if she is not capable of doing household work. Eligible for it is A resident of Israel from 18 up to retirement age , who was involved in an accident either in or outside of Israel is entitled to receive an accident benefit for the period of time he/she is in Israel and is not capable of functioning, but only if he/she does not engage in any work. The injured person is not entitled to accident benefit if during this period of disability he/she is eligible for payment under legislation, such as sick pay, the law of reimbursement of accident victims, etc. The injured person must be examined within 72 hours from the time of the accident. Among the criteria for determining residence in this context: permanent place of residence, place at which the family is staying, place of the children''s education, main place of work, place of learning. The age at which the insured person is eligible for old-age pension, conditional on means test. The age gradually rises until, at the end of the process, it will reach 67 for men and 64 for women. Daily Rate of Accident Benefit  For an employed or self-employed person – 75% of the wage for which insurance contributions are owed for the last quarter of the year prior to the day of the accident, divided by 90 (up to a maximum daily work injury compensation (starting at 905.00 NIS from 01.01.2006).  A person who does not work or a housewife (starting at 60.33 NIS from 01.01.2006). Accident benefit is paid for a period of up to 90 consecutive days following the day of the accident. Employee or self-employed person: no benefit is paid for the first two days following the injury if he/she is incapable of working for less than a 12- day period. Unemployed person or housewife: no benefit is paid for the first 14 days following the accident. Benefits for Righteous Gentiles A person recognized by the memorial authority Yad Vashem as a righteous gentile, and residing in Israel, as well as family members of a righteous gentile (widow/widower and if there is no widow/widower the child, as defined under the National Insurance Law, residing in Israel) are entitled to benefits. The child of an insured person (including foster and adopted child) up to age 18; if completing his studies at a post-elementary educational institution or if in a pre-milimework - up to age 20; if a volunteer in a year of service - up to age 21,unless enlists in the IDF immediately following his volunteer service - with no age limit; if serving in the IDF, except for the permanent army - up to age 22,,but for not longer than until the end of 36 months of service; a girl in the voluntary National Service and a person who postpones his military service due to studies - up to age 22 Wife of insured man at the time of his death, had been married to him for at least a year (six months for woman aged 55 and over), or has borne him a child. Husband of insured woman at the time of her death, had been married to her for at least a year (six months for man aged 55 and over), if he has child living with him or has passed a means test. Cash Benefit monthly benefit equal to the average wage 7,537NIS (since (01.01.2007 For righteous gentile and his/her spouse convalescence pay for 8 days, according to the rate paid to civil servants; discount on municipality tax (up to 66%).
