Half Qualified Dairy Makers Quit the Plan for Pupil Milk in China The plan for pupil milk in China started six years ago in 2000. However, only 2.43 million
pupils accepted the plan so far. The number takes only 1% of the 240 million pupils in China. According to information from the 6th anniversary of the plan for pupil milk, half of the qualified dairy makers have quitted the plan. According to Zhang Baowen, vice minister of the Agriculture Ministry, there is still a gap between the plan for pupil milk in China and in other countries, since China lacks the statutes intervening the nourishment status of pupils and the policies supporting the production of pupil milk. At present, the
price of pupil milk is 30% lower than the price of the milk with the same quality on market in China. While the dairy makers are not allowed to raise the price of pupil milk without the permission of related administrative departments. Besides, as a kind of flavored milk, pupil milk has a taxation of 17%, which is 4% higher than common milk. The executives of 15 enterprises including Mengniu, Sanyuan, Bright Dairy and Tetra Pak who are still implementing the plan for pupil milk in China promised yesterday that the enterprises will keep the plan even sustains a loss, since the plan for pupil is a long-range project.
