From April 2-3 of 2008 , the Greek embassy and Caucasus University hosted a two day visit from the Director of the European
Public Law Organization, Professor Spyridon Flogaitis in Tbilisi.
Professor Spyridon Flogaitis has been the director of the EPLC since its establishment in 1995, and currently teaches administrative law at the University of Athens. He has a long-standing interest in comparative, european, international and supranational aspects of public law.
Caucasus University has a long-term relation with EPLO. Together with EPLO, the university developed KOMNINOI- Modernization of Georgia’s legislation and training of civil servants and judges, a project funded by the Department of International Development Cooperation (Hellenic Aid) of the Hellenic Ministry of Foreign Affairs.
Professor Spyridon Flogaitis arrived in Georgia to boost the campaign for Georgia’s membership in EPLO.
Q. Mr. Flogaitis what is the main purposes of your arrival in Tbilisi?
A: The main aim of my visit is offer Georgia the chance to join the European Public Law Organization and to establish Board of Directors represented from Georgian representatives and formally invite Georgia as a state to join forces and became a partner of the European Public Law Organization, which is an international organization created by several European powers on the initiative of the Greek government. So I am here to represent this organization following the wish of the foreign minister of Greece. I came here to give this message to your government. It can be and I am sure it will be, profitable for both parties and for Europe also.
Q. Can you go into details a bit? Why should Georgia join this organization?
A: We are a nonprofit institution which seeks to develop fast, strategic partnership, to give our partners better education and environment. We have extensive experience in the areas of legal reform, education and training, public administration reform, and overall institution building, having implemented multiple similar projects globally, including in countries of the Caucasus region, namely, Armenia and Azerbaijan, in Greece in European unions, in the UN and also in the other continents. We believe that if Georgia joins the organization, this is going to be a win-win move. The organization aims bringing together all states of Europe all possible scientific forces in order to create synergy in all possible levels for example in education. We already have education & training program at Caucasus University supported by the Greece government. We have officially mounted a partnership with the Caucasus university and opened an office at the university. On March 7, 2008, CU and EPLO presented a Joint Georgian-European LL.B program In the framework of this visit, Caucasus University represents a local coordinator and intermediary for organizing visits to Georgian ministries.
