LEGISLATORS SEEK RESTRAINT ON NUCLEAR DEAL WITH INDIA .
A group of Senior Legislators, cutting across party lines,
have introduced a ''non-binding''
resolution in the United States
House of Representatives , blocking the proposed Deal for a Nuclear
trade with INDIA. The move appears to significantly delay, if not
derail the passage of the present civil nuclear agreement which
intends to make the present deal operational.All these legislators are
members of the House Foreign Affairs Committee who have to approve the
final legislation submitted by the Administration.
This move coming on the eve of the proposed debate by the 45 member
NUCLEAR SUPPLIER''S GROUP and coinciding with the proposed visit to
INDIA of the Head of (I A E A ) INTERNATIONAL ATOMIC ENERGY AGENCY ,
Mr MOHAMED ELBARADEL assumes significance..
The resolution seeks to virtually ban any relaxation in the
guidelines proposed by NSG until the Administration ''has cleared all
outstanding issues like the apparent inconsistencies pointed out by
the Congress between the Hyde Act of 2006 and the ''nuclear
power agreement .'' Both Democrats and Republicans are unanimous in
their opposition in giving any special exemptions to INDIA from the
guidelines formulated by NSG,. The resolution provides for immediate
cessation of all nuclear commerce by NSG members ,if INDIA detonates a
nuclear device or if IAEA reports a violation of international
safeguards agreement by INDIA. Moreover it is made mandatory that all
'' safeguards agreements ''between IAEA and India '' must provide for"
PERPETUAL safeguards of all nuclear materials, equipment , technology
and all such facilities" provided under " CIVIL "category as per IAEA
standards,principles and practices.
