Education program of Lapu-Lapu is rated very poor. The rating was done due to the Local Governance Report that is mandated
every three year. Lapu-Lapu''s educational program was rated very poor due to the shortage of classrooms, teachers and pre-schools. The eagerness of the children in Lapu-Lapu is wasted due to the failure of the government to provide their needs. City Administrator Teodulo Ybanez, who chaired the Local Governance Performance Management System (LGPMS) lead the evaluation using the Department of Interior and Local Government''s (DILG) grading system. With this system it had rated Lapu-Lapu''s education program very poor. The grading system is from the data distributed and filed up by the department heads.Ybanez stressed out the importance of mandating the Local Governance Report last Wednesday (Aug.1, 2007). The Local Governance report is important because it serves as a guide to the succeeding administration on their agendas. This kind of report is only mandated every three years. The City without any further delay acted on the barangays with functioning pre-schools they acted on the school’s ratio of teachers against students and ratio of students against classroom for a greater learning environment because they have observe the shortage of both classrooms and teachers. Due to the poor rating City School Superintendent Leonilo Oliva suggested to the Department of Public Work and Highways (DPWH) that schools build in the future should have a minimum of two-storey buildings because he had notice one-storey buildings in the area. He claims that one-storey buildings no longer satisfy the public''s needs due to the increasing number of students enrolling every year in public schools.   Vice Mayor Mario Amores stressed out that the City should focus its attention and prioritize the funds for other developments rather than focusing their attention in acquiring lots for the schools. The City engineer is required to prioritize the projects of DPWH.
