The
national groups operate more like an organized crime syndicate, George said, avoiding
violence because it draws
police attention.
But to imitators, violence is the path to respect and credibility.
More than 500 police
officers, probation officers, teachers and prison system workers from across the country came to Indianapolis this week to find ways to confront that threat. The National Major
Gang Task Force Conference aimed to help them track and identify
gang members.
"They are ever-evolving," said George, a supervisor of the Safe Streets
Gang Task Force. "They don''t maintain a status quo. They are
constantly fluid, constantly changing up."
