The origin and development of the Qin people have experienced a moving track of Zhongyuan, Tianshui, and Guanzhong. And the culture of the Qin people has gone through a similar route. The early culture of Qin people originated and took shape in Tianshui. The Tianshui region is the birthplace of the Qin people, the Qin nation and the Qin culture. The early Qin culture Which has been described as originating from the east and rising in the west is the Qin culture. It is characterized by strong compatibility, extensive openness, striking utilitarianism enterprising spirit, and also martial spirit and simple style. The Qin culture of Tianshui is both the source of the Qin culture which has been dominating the whole country and the reason of the dominance of the culture. And it is also the sign of the formation of the Qin culture. It is a historical prejudice to show cold attitudes towards the early development and the culture in Tianshui area. And the culture has been described as being barbarous and backward. So it is necessary to put forward the academic term "Tianshui Qin Culture" so as to promote the research on the early history of the Qin people and its real cultural face.
