The fifteen years of the Reform,the forty-five years since thefounding of the P.R.C., and the eighty years' practice of modern socialism show that themost valuable historical experience focuses on this fundamental issue.There are two possi-bilities in the relationship between the three:dealt with properly,they will enjoy harmo-nious
coordination based on organic unification; but they may also interfere and even conflicteach other if they are not properly arranged. In order to achieve a harmonious coordination ofthe three,an inherent basic requirement of the three factors themselves and their relationsmust be satisfied, namely,overall stability+controllable systematic reform+proper andcontinuous development. The most Prominent issue at present is stability:stability of the e-conomy,and stability of the prices. Therefore,we should keep four things under strict con-trol :first,the
rate of economic increase should be
controlled under 10%;second, the rate ofinflation should be strictly controlled under 10%;third,the rate of
unemployment in citiesshould be controlled under 3%; third,the rate of unemployment in cities should be con-trolled under 3%; and lastly,the ratio of the speeds of agricultural and industrial develop-ment should be controlled under 1:3.
