The products of foodstuff in the Northeastern China have been raised 5 times without changing of the plantation area since
the foundation of new China. There are many reasons for the increment of foodstuff, such as seeds, fertilizers and planting technologies. Another key reason is integrated management of water and soil to obtain reasonable protection and utilization. It is a key measure for agricultural development. The plantation in the slope reserve is an important agricultural area and also is a severe area of water and lands lose. It is a main source of bedloads from downstream river due to the moving status of the land and unreasonable cultivation. Water and soil lose leads to the plantation in the slope reserve breaking up, fertility reducing and soil layer attenuating synchronously. This results in productivity drop directly. The water and soil lose in the slope takes 85% of total slope plantation according to the statistic. There is a long way to go for solving these problems. The measure of construction botanic belt in the 3°~5° slope plantation was worked out based on the practices and theory studies. The utilized foliages are shrub layer,clover,day lily etc.. The width of the belt is decided by the request of terrace, the current width of the ridge in the plantation and conditions of agricultural cultivation. This measure is applicable in the areas of rare plantation, manpower and finance scarcity. It doesn't need more investment and can work quickly. It also can be implemented easily. The measure can fasten the soil; reserve the water; improve the fertility of soil and change the micro-physiognomy. It also will bring economic and biological benefits.
