During Qin Dynasty the view of benevolence and benefits of Confucian and Mencius was discussed within the limitation of the moral principles and ethics. In the Yantie Congress at the time of Emperor Zhao in the Western Han Dynasty, the new specific connotation was given by the heated argument which sprung up on whether salt and iron were monopoly in terms of the relation of the view of benevolence and benefits between Xianliang Literature and Sang Hong- yang. Taking the argument about the benevolence and benefits of Confucian as a criterion, flaunting the banner of benevolence led by the state, Xianliang Literature called for salt and iron privately operated .Instead of pleading for the people, Xianliang Literature, the spokesmen of interests of the owners of industrial and besiness company, carried out the benefits in the name of benevolence. We can not consider the view of benevolence and benefits of Confucian in Han Dynasty as the restore and continurance of the argument on the benevolence and benefits during Qin Dynasty.
