Go with the modernization route with Chinese features. This idea is proposed by Comrade Deng Xiaoping based on Chinese situation, and has corrected the tendency for rapid success. Comrade Deng Xiaoping first created and used the concept of `xiaokang' (meaning being a little well-off) to define the Chinese modernization. The level of xiaokang first refers to the living standard with the growth of life quality as its further object. Xiaokang refers to the very basic modernization, zhongkang (being well off in medium size) is the basic modernization while dakang (being greatly well-off) refers to overall modernization. `Overall xiaokang' is the higher period of the well-off society,one of its periodical objects is to optimize social structure, namely to enlarge the rate of medium incomers. It is of great importance for micro policy orientation to correctly choose the social index and standard values. The overall construction of well off society meets with five problems: the backward of the rural areas, the unemployment in urban areas, lack of trust, unfair in distribution and being off with the masses.
