As the important law regulation to adjust the property right and human right, the civil law regulations have the responsibility
to adjust and regulate the position, right and duty of the natural individual. Because of the importance, the rulers in all dynasties focused greatly on the adjustment and perfection of the law of population registration to suit the changing situation, to enhance their own leadership, to maintain the social stability, especially the stability of the rural society. The rulers in Ming dynasty kept adjusting the law of population registration since the early time of the dynasty to its middle age or even the whole Ming dynasty. These adjustments actually enhanced the administration of the population flow, strengthened the national service and maintained the social stability. As the adjustment of law of the population registration in Ming dynasty is typical of important to the law adjustment in the late Chinese feudal society and the stability of rural society, therefore the theoretical sense to have such a discussion is of self-obvious.
