It is pointed out in the report to the 16 th National Congress of the CPC that the key to developing socialist democracy is to combine the need to uphold the Party's leadership and to ensure that the people are the masters of the country,with the need to rule the country by law. The fulfillment of the three at a high level inevitably demands the Party exercise state power in accordance with the law. Ruling the country by the law represents a new development in the Party's style of leadership and governance in face of profound changes in the conditions, tasks and environments and in response to the requirements for building the country under rule of law. Ruling the country by law means, first of all, ruling the country by the Constitution. We must uphold and guarantee the Party's ruling position by means of the system and law, reform and improve the Party's way of leadership and governance as well as its leadership and working systems and, according to the provisions of the Constitution and the institution of the People's Congress, straighten out the relationship between the Party organizations and the state power organs, in order to ensure the Party's leadership over the country and the society is institutionalized and law-based.
