The Uupper Capital was originally called Kaiping. Taking this place as his base, Kublai Khan gathered gifted personnel from
every part of tha country, and established “his Jinlianchun commanding office”, thus beginning the administration through the laws of the Han which laid a solid foundation for his capture of the throne. After Kublai Khan became emperor, Kaiping was given the title Upper Ccapital. Hence the
historical development of the Yuan entered in to a new stage. The Upper Capital, “lovdmgitoveb the north-west, with roads leading to the sea in the east and facing the south to govern the whole county, was more
important in positiopn than the Big Capital." Occupying a very important position politicaaly and militarily it was an political centre of the country, and a commercial metropolis which connected every part of the country and promoted the economic development of the Yuan. The Upper Capital also took a very important position in communication between China and foreign countries, in science and culture, and in religious activities.
