Organisation is handled.
The focus should be to build a

Shared values or
ideology. This is established and reinforced through informal contacts throughout the enterprise. Emphasis is on developement of motivation and on building commitment of the staff to perform better within the broad set of shared values.
The more one focuses on taking action and getting things done in the right direction stated by the ideology the more the chances that his state of affairs would come through.
