ABSTRACT
This article examines neoliberalism as a strategy of capitalism devastating impact of which builds upon the levels of poverty and exclusion in the world at the same time strengthened the economic interests of big business and the private sector, restricting the possibility of upward mobility for regions like The Colombian, whose only option is to foster the organization of the "critical segment of public opinion" to sue to force the state's attention to the needs of ethical, cultural, economic and social development.
