Teaching profession is a very noble profession, both in the eyes of society and in religious views. Before we discuss more about the teaching profession first before we discuss the tasks and responsibilities between the teachers and employees. Teachers are professionals in the field of education while the employees are professionals in the field of administration tasked to assist teachers in performing their professional duties.
Both these components must be established good cooperation so that teaching and learning activities can be run well and both have equal responsibility of achieving educational goals. Cored educational interaction between the educator (teacher), and learners (students) to achieve educational goals. Educators, learners, and educational goals is a major component of education.
Teachers are professional educators with the primary task of educating, teaching, guiding, directing, coaching, assessing and evaluating students in early childhood education, formal education, basic education and secondary education. As professional educators, teachers are required not only carrying out their duties professionally, but also must have the knowledge and professional skills. Unlike other professionals, teachers' professionalism is to spread the creativity and inovitas (the spirit of learning) for students.
Furthermore Mastuhu explain some of the criteria of intelligence professionalism of teachers, namely:

b. Expertise gained from learning and development not only training / apprenticeship.
c. Keahlianya progress beyond the physical but the intellectual continue running. Professional is to meet certain quality standards or norms and require professional education.
According to article 39 paragraph 2 of Law Number 20 year 2003 about National Education System, said that educators are professionals have the vision to realize the learning Up accordance with the occupation or activity carried out by someone and become a source of income that requires life skills, proficiency or competence-principle professionals to meet the principle of equal rights for every citizen in obtaining education.
Teachers as professionals means that teachers work can only be done by someone who has the academic qualifications of competency and certificates of education with the requirements for each particular type and level of education. To meet the needs of professional teachers, the government held a competency test for teachers with certification, both elements of the teachers who have the status of civil servants or private.
For teachers who have professional certification given professional allowances taken from the education budget excluding salaries and other emoluments. In Chapter IV, Article 8 of Law Teachers and Lecturers explained: teachers are required to have academic qualifications, competence, educational certificates, physically and mentally healthy and have the ability to achieve national education goals. Then in chapter 9 explained that the qualifications referred to are teachers required to have academic qualifications through a university degree or diploma program four. In article 10 described teacher competency covers paedagogik competence, personal competence, social competence and professional competence gained through professional education. Further described is meant by competence is the ability to manage learning paedagogik pesert students, who referred to the competence of the personality is the ability of a stable personality, morality, wisdom and dignity and become role models for students.
The definition of professional competence is the ability to master the subject matter is broad and deep. And who is meant by social competence is the ability of teachers to communicate and interact effectively and efficiently with students, fellow teachers, parents / guardians of students and society.
Professionalism of teachers is a profession that demands to be met by each teacher. Especially with the various government policies that have started to side with the teacher. In 2007, the government has slashed the number of civil servants than four million people will be downsized to two million people and over the next few years the government would not recruit new civil servants. Of the four million civil servants in Indonesia, almost half are teachers. Thus if there are no new civil servants means that the budget for recruiting civil servants can be channeled to the private teachers who had always dianaktirikan in terms of budget by the government. It is expected that the private teacher the next few years would not be competing again pursue the welfare of civil servants because they were the equivalent of a civil servant, they will be competing to pursue competency test to get a professional allowances. Hopefully all the expectations of the teacher can become a reality and not just the discourse alone.
