This study is anchored on the principle of Cunningham (2003) who said “ leaders of today cannot be successful without having a broad understanding of the social, political and economic dynamics that influence and are shaped by global competition .Leadership is one of roles assumed by government officials. Lipham (2004) and his colleagues have developed a “ four factor theory” of leadership namely: structured, facilitative, supportive, and participative leadership. The findings in this study shows that the urban barangay chairmen manifested their structured, facilitative, supportive and participative leadership at a very great extent as determined by their officials and by themselves.
