Eight dept get ranks below satisfactory, dept of Narmada and Irrigation gets the lowest marks (34.87/100), second last dept Roads and Building getting (52.01/100). This news item does not cover the parameters on which the study was conducted, but the facts, works of these two departments ranking last, are directly connected with the works at root level, where the expectation level of the people are high, and the performers have to perform on the grounds where none of the factors is favorable. Study must have covered some marks on the earlier performances too, like Expressways, networks of state highways, taking water of Narmada to far off points of Gujarat, water conservation etc. Officers and staff of these departments can not forget the duties they performed during natural calamities, starting from Machhu floods to the rehabilitation of Surat people after flooding of Tapi.
Study covers 6000 samples, but these departments have to cover 18,000 villages each one with water, irrigation and roads. Apart from these works, walk over to any of the office of these departments, to find the newer public oriented positive attitude of the staff. They deserve appreciation on account of their performance on computerization of records, steps towards paperless office and classification of records and finally making the offices neat and clean under Nirmal Gujarat Such studies should have some credit points on the factors like the conditions of performance ground, inadequate resources, paucity of staff, natural factors, working conditions. In reality no one fail, no one pass, all are committed to perform, top from Hon’ Chief Minister down to the field worker to make the Gujarat number one state.
